Why is Berlin Process vs Open Balkan Now?

“Berlin Process” and “Open Balkan” aim towards the same goal – Euroatlantic Integration. That is at least according to their declared goals. However, supporters of the Berlin Process actively criticise those who initiated and are part of the Open Balkan initiative. Why?

Berlin Process – History

It started with the 2014 Berlin Conference, the 2015 Vienna Summit, the 2016 Paris Summit, the 2017 Trieste Summit, the 2018 London Summit, and the 2019 Poznań Summit. The Berlin Process was initiated to consolidate and maintain the dynamics of the EU integration process in light of increased Euroscepticism and the five-year moratorium on enlargement announced by Commission President Jean-Claude Juncker.[1]

The Berlin Process is aimed at revitalising the multilateral ties between EU candidates and potential candidate countries of the former Yugoslavia and Albania and selected EU member states and at improving regional cooperation in those countries on the issues of infrastructure and economic development. It is one of the flagship diplomatic initiatives of the third Merkel cabinet in South-east Europe. It is complemented by initiatives relating to specific Southeast European countries (e.g., the German-British diplomatic initiative for Bosnia and Herzegovina‘s EU accession).

The initiative includes five non-EU Balkan candidates for EU membership (Montenegro, Serbia, North Macedonia, Bosnia and Herzegovina, Albania) and a non-EU Balkan potential candidate (Kosovo), some EU members, i.e., Austria, Bulgaria, Croatia, France, Greece, Germany, Italy, Poland, and Slovenia and one additional non-EU country, the United Kingdom.

Note: The initiative includes 5 (five) non-EU Balkan candidates and “Kosovo”. It needs to be clarified that “Kosovo” is not an independent state (it is not a member of the UN and is not recognised by five. countries that are members of the EU). If the Serbian government has balls – “Kosovo” should be declared a Temporarily Occupied Territory. The number of countries not part of the Balkan is 10 (ten)! So, a representative of Anglo-Zion (the Kingdom of Genocides parading as the UK) is there to guide its subordinate Euro-Nazi-Satanists on how to play the guardian to immature (to use the mild language) West Balkan states.

Open Balkan

The plans for the area were declared on 10 October 2019 in Novi Sad. Two meetings were held, one in Ohrid on 11 November 2019 and the other on 12 December 2019 in Durrës. These countries declared to form a unified market of 12 million people by the end of 2020. On 11 November 2019, at the 2019 Ohrid summit, the President of Serbia, the Prime Ministers of Albania and North Macedonia agreed to create an economic zone to improve political and economic relations further and strengthen cultural ties between the nations.

An Open Balkan leaders summit was held on 2 September 2022 in Belgrade. Serbia, North Macedonia and Albania signed several agreements on exchanging food products, energy, cinematography, and cooperation in emergencies. The countries also agreed to further collaboration and ease tensions in the Balkan region. Montenegrin Prime Minister Dritan Abazović and the chairman of the Council of Ministers of Bosnia and Herzegovina, Zoran Tegeltija, also attended the summit, expressing their wishes for these countries to join the initiative.

Note: The Open Balkan Initiative was created by 3 (three) West Balkan non-EU countries. They also have invited non-EU Bosna & Hercegovina and Montenegro. There is no official invitation to “Kosovo.” (By this, indirectly, even Albania recognises that “Kosovo” is not an independent state – even though Albania has recognised it.) Albania, Macedonia and Montenegro are members of NATO.
